Like you probably already suggest, the name has its origin in the military. Buckle and keepers were made of chrome-plated brass buckle and keepers. The Nato strap was improved and customized over the years. As chrome can be too shiny for military purposes, as reflections can easily expose the soldiers position, brushed steel- and blacked out hardware were used for these straps as well.
